William Edward Brown, III was born on April 6, 1959 to William E. Brown, II and Patricia Miller in Baltimore, Maryland. He departed this life on July 24, 2020 at Heritage Hall Nursing Center in Nassawadox, Virginia.

William, affectionately known as "Chill Will" or "Downtown Brown," was educated in the public schools in Baltimore, Maryland. Will moved to the Eastern Shore in the 1980s. He was a handyman; there wasn't anything he couldn't fix. Will was a very spiritual person. He would visit many churches, including Adams United Methodist Church in "Whitesville," where he resided.
Will loved sports and was a fan of the Baltimore Ravens and Washington Wizards.
He survived by his son, Stephen A. Cromwell; three grandchildren, Sharde', Saniyah, and Stephen, Jr.; adopted mother, Maybelle Rew; companion, Veronica Rew; and a host of other relatives and friends.
